We are seeking an experienced Senior Project Manager to lead and execute high-profile projects within a NATO environment. Reporting to the Principal Project Manager, you will oversee project planning, implementation, and management while ensuring compliance with NATO regulations and NCI Agency policies.
• Plan, implement, and manage assigned projects in line with NATO and NCI Agency regulations.
• Develop business cases, including procurement strategies, benefit-risk analyses, and project proposals.
• Execute management, coordination, and quality assurance functions for successful project delivery.
• Define scope, time, cost, and quality objectives and provide regular project status updates.
• Identify, allocate, and manage resources, ensuring project milestones are met.
• Monitor key performance indicators (KPIs) and implement corrective actions when necessary.
• Proactively manage risks and issues, maintaining up-to-date logs and mitigation strategies.
• Oversee project financials, including cash flow and budget forecasting.
• Support business planning, forecasting, and reporting of project activities.
• Supervise project teams and collaborate with internal/external stakeholders.
• Ensure project documentation and artifacts are accurate, high-quality, and up-to-date.
• Participate in project management-related activities and technical support functions.
• Deputize for the Principal Project Manager when required.
Required Qualifications & Experience
• Bachelor’s degree in a related discipline with a minimum of 3 years of project management experience, or 10 years of equivalent experience in lieu of a degree.
• Formal Project Management qualification (e.g., PRINCE2 Practitioner, PMP).
• Minimum 3 years of experience in Project Management within a large-scale IT organization.
• Strong background in planning, design, system engineering, and implementation of C4ISR systems.
• Knowledge of modern technologies related to Deployable Communication and Information Systems (CIS), network design, and multimedia networks.
• Excellent communication skills, both written and verbal, with strong briefing abilities.
Desirable Qualifications & Experience
• Proven leadership experience in C4ISR acquisition projects.
• ITIL Foundation Level Certification.
• Background in engineering and technical leadership.
• Experience with project management automation tools (e.g., ServiceNow (SNOW)).
• Familiarity with NATO or governmental acquisition policies and procurement procedures.
• Previous experience working in international military-civilian environments.
• Knowledge of NATO responsibilities and organizational structure, including ACO and ACT.
• The role requires possible TDY travel once or twice per month to other NCIA sites in Belgium.
• Work is performed in a normal office environment.
